In Massachusetts, blasting operations are strictly regulated by the Department of Fire Services (DFS) and the Manchester Fire Department under the 527 CMR 1.00 fire code. 

Permits & Licensing

To conduct blasting, two levels of approval are required: 

  • State-Level Licensing: The DFS Division of Fire Safety issues the Explosives Users Certificate (for companies) and the Explosive Certificate of Competency (for individual blasters).
  • Local-Level Permits: Property owners or contractors must obtain a Use and Handling Permit (FP-6) from their local fire department for each specific project. 

Requirements for Blasting Projects

  • Pre-Blast Surveys: Blasting companies must offer a free pre-blast survey to any property owner with a structure within 250 feet of the blast site.
  • Fire Department Details: The Manchester Fire Department requires a fire department detail on-site to witness the blast and ensure all safety protocols are followed.

Property Damage Claims

If you suspect blasting has damaged your property, you must file a Blasting Regulatory Review Form (FP-296) with your local fire department within 30 days of the incident. 

  • The fire department and the State Fire Marshal will review the blaster’s logs and seismograph records for any regulatory violations.
  • The blasting company or its insurance carrier is required by law to investigate and respond to the claim.
